The National Palace of Culture is a brutalist multifunctional complex that officially opened on March 31, 1981, to mark a major national anniversary. Designed by a team led by architect Alexander Barov alongside Ivan Kanazirev, the structure is the largest congress and cultural center in Southeastern Europe. The building's interior follows a unified style characterized by an octagonal motif and dark color schemes, while the surrounding landscape of Bulgaria Square was designed by a team led by architect and landscape engineer Atanas Agura.

The venue hosts over 300 events annually, including international congresses, theatrical performances, and large-scale concerts. It contains an extensive collection of Bulgarian art, including large murals on the walls of many smaller halls that depict historical figures and events. The facility serves as a major hub for cultural programming, ranging from educational exhibitions to festivals and conventions.

The project was initiated at the suggestion of Lyudmila Zhivkova, the daughter of the communist leader of the former People's Republic of Bulgaria, Todor Zhivkov. This massive Communist-era exhibition space is surrounded by a public park and is recognized as a significant architectural landmark. The center remains a primary location for both domestic and international cultural exchange.
