Established in 1868, this is the oldest park in the city, situated at the confluence of the Elbe and Orlice rivers. The landscape features a blend of designs by František Thomayer and Josef Kumpán, including a rose garden and various monuments such as the 'Labe and Orlice' sculpture. A restaurant pavilion and a wooden church, originally built in the early 17th century in Slovakia and relocated here in 1935 as a First World War memorial, are central landmarks.

The park occupies the site of former 18th-century military fortifications, specifically the retranchement no. 37. Historical remnants of the fortress remain visible, including parts of the ravelin no. 14, fortified casemates, and a poterna. The area is open to the public.
