This temple is dedicated to an originally Hindu god - Bishamonten - who became a part of the Buddhist pantheon at some point in history, and has been worshipped by the Japanese as the Lord of Wealth ever since.
The official name of the temple is the Bishamonten Zenkoku-Ji, however, the "Bishamonten" is usually left out by the locals. Like many other famous places of worship in Tokyo, this temple was built by the first Tokugawa Shogun - Tokugawa Ieyasu in the 16th century.
