This distinct pavilion was specifically constructed to house the Pha Bang, the gold Buddha image for which the town is named. While it stands on the same grounds as the Haw Kham (the former Royal Palace), it is a separate and more modern structure.

Construction began in the early 2000s, with the foundation laid in 2003 under royal patronage plans initiated by the grandson of King Sisavang Vong. The building was completed and consecrated in 2013. The architectural design features intricate sculptures of Nagas at its entrance, reflecting traditional Lao religious motifs.

During the Pi Mai (Lao New Year) celebrations, the pavilion serves as the site where the Pha Bang image is ceremonially removed and prepared to be paraded through the streets. The temple is open to the public.
