The museum opened in 1996 as the first institution in the country entirely dedicated to contemporary visual arts. It houses one of the world's most significant public collections of modern and contemporary works from local, Southeast Asian, and East Asian regions. The institution also serves as the organizer of the Singapore Biennale, an event it has managed since 2007.
Exhibitions are presented across multiple venues, including a main space at Tanjong Pagar Distripark and the former St Joseph's Institution. The latter is a historic Catholic boys' school designated as a National Monument, featuring renovated exhibition galleries, an auditorium, a shop, and restaurants.
Collaborations with international art museums are frequent, resulting in a variety of curated contemporary exhibitions. Public programming such as talks, workshops, and tours are regularly provided to support regional art education. The permanent collection includes a growing selection of international contemporary art alongside its core regional holdings.
