This relatively innocuous skyscraper serves as the civic center for the residents of the entire Bunkyo City area.
What may interest the wandering tourist, however, is the observation deck to be found at the top floor. It offers a breathtaking 330-degree view of the surrounding area. And if you find yourself craving more, there is also a restaurant at the south end of the floor, from which you can see as far as Mount Fuji.
